NOAH is dedicated to effective property and asset management to provide safe and affordable housing solutions. Our focus is on maintaining and improving residential properties, ensuring they meet community needs. Through collaboration with property owners and residents, we aim to create sustainable living environments that promote stability and enhance quality of life.

 

Supporting Seniors and Disabled Homeowners  

At NOAH, we are dedicated to providing crucial home repairs for senior and disabled homeowners through our partnership with the City of Boston.

Unfortunately, seniors are often neglected and forgotten in present-day American society. More than 17 million older adults in the U.S. age 65+ are economically insecure, with incomes below 200% of the federal poverty level; and 80% of households with older adults – or 47 million – are financially struggling. In 2023, the national ACS poverty rate for people age 65 and over was 11.3%.    

NOAH’s senior homeowner services program aims to assist those seniors facing greater economic burdens by providing cost-free home repairs and improvements.  

To qualify, seniors must:

  • Be over 62 years of age
  • Live in Charlestown, East Boston, or the North End/West End of Boston
  • Own a 1- 4 family property  
  • Have incomes below certain limits

NOAH fulfills over 300 service requests annually.

What We Offer

  • Affordable Home Repairs: From minor fixes to emergency repairs, we ensure that seniors can live safely and comfortably in their homes.
  • Senior Home Rehabilitation: We facilitate free major home improvement projects as well as no-interest loans for rehabs - such as new roofs, replacement porches or windows – with all payment deferred until transfer of title.

Rental Housing Services

NOAH’s Rental Homelessness Prevention and Emergency Housing Assistance programming aims to help residents maintain or secure affordable housing.

This program partners with the City of Boston Office of Housing stability to help stabilize tenants at risk of displacement within 90 days. It also supports low- and moderate-income families in locating new housing and aids those who are newly homeless.

Addressing the critical shortage of affordable housing in Boston, this program serves over 250 households each year.

 

Services include:

  • One-on-One Sessions: Covering local resources, grievance and eviction procedures, tenants’ rights, and information about subsidy programs.
  • Housing Stabilization Plans: Assistance in developing plans and budgets to secure stable housing.
  • Resource Provision: Information on apartment searches, eviction prevention, referrals to legal services, and access to MA housing authorities.
  • Ongoing Case Management: Regular case meetings over time to help mitigate an immediate housing crisis, and then long-term stabilization related follow up for up to 12 months.
  • Temporary Emergency Shelter: Stays from a few nights up to three months are provided for suddenly homeless families in crisis, including fire or flood victims.
  • Tenant Financial Assistance Applications: Assisting clients with completing applications to assist with housing related grant requests, including for rental arrears or move-in costs.

Homeownership Services Department

At NOAH, our Homeownership Services Department helps Massachusetts homeowners secure and maintain their homes while building financial stability. We offer accessible programs in person, by phone, or via video call, with bilingual support in English and Spanish. If you need assistance in another language, we also provide translation services.

What We Offer:

First-Time Homebuyer Class: Our CHAPA-certified course guides you through essential steps for purchasing a home, with expert insights from industry professionals. Graduates receive a City of Boston certificate and access to free counseling.

Financial Capability Program: Gain knowledge and confidence in managing your finances, including budgeting, saving, and credit management, with personalized support for financial security.

Foreclosure Prevention Program: Helps homeowners at risk of losing their homes by offering guidance on their options and affordable solutions tailored to their financial situation. Our HUD-approved counselors provide personalized one-on-one consultations to develop actionable plans.

Our services include budget planning, loan modification support, and lender advocacy, where we contact lenders on clients' behalf to explore possible solutions.

Many clients are unsure of their options or hesitate due to high fees charged by for-profit companies. We provide free, unbiased assistance in both English and Spanish to help homeowners regain control and stabilize their housing situation.

Affordable Real Estate

NOAH's Real Estate team has developed or rehabilitated 494 housing units across 80 buildings in several Massachusetts communities. We collaborate with local entities to meet housing and preservation goals, addressing historical and ecological concerns. Expanding our mission in 2001, we now assist suburban areas and Gateway cities with affordable housing needs and complex projects. With over 30 years of experience, NOAH uniquely manages both large and small development deals, focusing on creating sustainable housing solutions.
